The Environment Agency has a requirement for the provision, servicing, maintenance and disposal of Chainsaws, Brush Cutters and Hedge Trimmers. This is a national requirement covering the Environment Agency, England. All equipment supplied is to be new.
We intend to replace the existing ground-care agreement which is a single sourced manufacturer led agreement, to a distributor type agreement. This will provide an equipment choice to our Operations teams which will be maximised and ensure that the most appropriate and safest equipment is obtained from the market. A distributor contract must ensure that we are procuring the lowest vibration equipment available at any given time.
All equipment will require annual servicing as a minimum and we would expect that this could potentially be managed by the original supplier of that equipment. Existing Environment Agency owned equipment should be serviced at the appropriate manufacturer dealership nearest to our depot location.
We would consider interest from any main manufacturer as we would use their network to undertake servicing for us in the most efficient manner (authorised sub-dealerships therefore need not apply as main manufacturer interest will suffice). Please note – Where tools are used heavily they will require more frequent servicing.
The supplier will be required to provide replacement parts for the equipment to short lead times to prevent delays in equipment operation. The Environment Agency values health, safety, welfare and environmental impact very highly and the supplier must endeavour to reduce these impacts. These will include reduced vibration levels and fuel emissions.

The Environment Agency reserves the right to discontinue the procurement process at any time, which shall include the right not to award a framework or contract, and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award the framework or contract in part, or to call for new tenders should it consider this necessary.
The Environment Agency shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this Contract Notice, or in the completion or submission of any tender.
It is difficult to state the estimated number of economic operators that will be required for this agreement at this stage. We are looking for national coverage for the purchase element of the agreement and we are keen to ensure that mileage is minimised particularly for the servicing element too. The estimated number of economic operators on this framework should therefore be used as a guide only.
This contract/framework is primarily intended to meet the needs of the Environment Agency. The Agency may require the successful bidder(s) to provide the goods/services on the same terms that are agreed as a result of this tender to the Department of the Environment, Food and Rural Affairs, and to its associated bodies including any Agencies and non departmental public bodies. Similarly the contractor may be required to supply the Scottish Environmental Protection Agency, the Northern Ireland Environment Agency, the Welsh Assembly Government, including its Agencies, and the Forestry Commission, including its Executive Agencies.
Please note that we are currently discussing requirements with The Forestry Commission whose geography will cover England, Scotland and Wales and the current Environment Agency in Wales which will become Natural Resources for Wales in 1.4.13. We are interested in suppliers who can potentially offer coverage in Wales and Scotland although this is not core to the main Environment Agency requirement for full coverage for England.
