II.2.4)Description of the procurement:

The National Galleries of Scotland is looking to appoint a company to advise, plan, book and review media campaigns promoting the National Galleries of Scotland programme of exhibitions, events and special projects.

Our key objectives with any media campaign are to:

i) increase visitors to individual galleries and and associated channels.

ii) increase ticket sales for exhibitions and/or events.

iii) Raise awareness of the NGS brand.

iv) Raise awareness of the NGS site.

NGS requires the successful bidder to:

— Plan and advise on media campaigns as briefed by NGS Communications staff.

— Be able to respond to short leadtimes and adhoc low budget campaigns.

— Provide evaluation of implemented media campaigns.

— Negotiate favourable rates with media owners.

— Be creative with limited budgets.

— Have experience of working within the cultural sector.

— Be responsible and accountable for clear communication of correct specifications and delivery requirements between media owners and NGS Communications team.

— Keep NGS Communications team abreast of new and innovative media developments and promotion opportunities when appropriate.

— Attend meetings with NGS Communications team when appropriate.

ESPD (Scotland) Question Reference 4B5: It is a requirement of this contract that bidders hold, or can commit to obtain prior to the start date of the subsequently awarded contract, the types and levels of insurance indicated below:-

— Employer’s (Compulsory) Liability Insurance = 5 000 000 GBP

— Public Liability Insurance = 5 000 000 GBP

— Professional Indemnity Insurance = 1 000 000 GBP

The following should be addressed by Bidders in their response to specific ESPD questions.

ESPD Question 4C. 1.2 (1b): must provide examples that demonstrate they have relevant experience to deliver the services/supplies as described in part II.2.4 of the OJEU Contract Notice.

ESPD Question 4C.2 (2): Bidders must provide details of the technicians or technical bodies who they can call upon, especially those responsible for quality control.

ESPD Question 4C.4 (4): Bidders must confirm they have (or have access to) the relevant supply chain management and tracking systems used by them to deliver the types of requirements detailed in II.2.4 in the OJEU Contract Notice.

ESPD Question 4C.10 (10): Bidders must confirm whether they intend to subcontract and, if so, for what proportion of the contract.

The following ESPD questions will be used to establish the credibility in terms of experience, expertise and resources of Bidders’ capability in meeting the requirements of the Specification. It is important that the Bidder addresses each of the questions in detail as failure to do so may mean the Authority will be unable to further consider the bid:
