The National Gateway for Adoption will provide advice and support to people who are interested in becoming adoptive parents to give them an accessible, welcoming, friendly, and expert point of contact and access into the adoption system.
The Gateway will be expected to complement information and advice provided by local authorities, Voluntary Adoption Agencies and other sources of information about adoption. It will have several key roles:
i. providing a well-publicised and authoritative source of advice and information for prospective adopters;
ii. to ensure eligible potential adopters who wish to pursue their interest in adoption are welcomed at first point of contact and are given the advice and support they need;
iii. to give potential adopters a consistent and high-quality experience, where the information provided is clear, evidenced, honest and objective, signposting them to adoption agencies to pursue their interest in becoming adoptive parents; and
iv. to help inform national and local marketing and recruitment activities.
Estimated value:
It is expected that the contract will have a value of between 300 000-400 000 GBP per full operational year.

Length of contract:
The contract is to be for a period covering three financial years (2012-2013, 2013-2014, 2014-2015), with the possibility of extensions up to a total of two years.

The specification is in two parts. Part 1 covers the selection criteria. These include information on the financial stability of the bidder’s organisation, previous experience of similar work, grounds for rejection, etc. Part 2 covers how bidders propose to meet the specification and service costs.
Bidders should complete both parts of the tender and (optional) indicate proposed changes to the draft contract. Bids should be sent electronically to the email address included in the tender pack as:
a) a Microsoft Word or Word compatible document; and
b) as a portable document format (.pdf) file
Only the top five bidders reaching a minimum threshold of 66 per cent after the Part 1 evaluation will have their responses to Part 2 evaluated. Bidders will be informed if they are not successful at Part 1.
