Designing and managing large engagement programmes that include planning, delivery and evaluation.
Designing processes for our staff to facilitate.
Facilitating small scale events.
Coaching staff to plan and facilitate stakeholder engagement work.
Promoting and developing the WWO ethos and approach.
Reviewing work and supporting staff doing stakeholder engagement through remote or face-to-face support.
Materials development to fulfil the work undertaken.
Evaluation and capturing of lessons learned during work done under this contract.

Minimum level(s) of standards possibly required: A copy of your last 3 years of accounts, to include profit and loss and balance sheets together with your Companies House registration number.
A list of your main clients across both the public and private sectors and of these please include two examples of similar, recent and relevant projects you have undertaken including the level of staff who undertook them. Please do not include any names or CVs at this stage. (5).

Strong and highly relevant examples given which show a strong emphasis on quality of service and appropriate engagement.
Sufficient number which can cover our requirements and meet any individual project requirements within the listed scope.

Section IV: Procedure
Objective criteria for choosing the limited number of candidates: We currently have 7 suppliers on our existing framework and it is envisaged that we would not require any increase to this number for the new famework. Therefore to ensure a suitable level of competition whilst ensuring that the volume of work is minimised, we feel that a maximum of 12 is reasonable.
The most economically advantageous tender in terms of the criteria stated below
1. Cost, references, competency, value. Weighting 70

Section VI: Complementary information
The Environment Agency reserves the right to discontinue the procurement process at any time, which shall include the right not to award a framework or contract, and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award the framework or contract in part, or to call for new tenders should it consider this necessary.
The Environment Agency shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this Contract Notice, or in the completion or submission of any tender.
Other Authorities Involved.
This contract is primarily intended to meet the needs of the Environment Agency. The Agency may require the successful bidder(s) to provide the goods/services on the same terms that are agreed as a result of this tender to the Department of the Environment, Food and Rural Affairs, and to its associated bodies including any Agencies and non departmental public bodies. National Parks Authorities.
Similarly the contractor may be required to supply the Scottish Environmental Protection Agency, the Northern Ireland Environment Agency, the Welsh Assembly Government, including its Agencies, and the Forestry Commission, including its Executive Agencies.
On Tuesday 29.11.2011 John Griffiths AM, Welsh Government Minister for the Environment and Sustainable Development, announced that he will create a Single Environment Body (SEB) for Wales, the vesting date is 1.4.13. This framework or contract will be available for use by the SEB from this date, however, the Environment Agency acknowledges that the SEB may set up their own arrangements in future.
