Hull and East Yorkshire Hospitals NHS Trust is seeking to contract with a partner organisation to undertake a phased replacement of its current network and telephone systems with a clinical grade network and unified communications solution to support the needs of circa 6 000 users. The scope of the contract will include a) the detailed design, supply, implementation, commissioning, maintenance and support of a) the network, b) the telephony solution, c) PSTN services and d) inter-site data links. The selected partner organisation will also be required to support the existing a) network, b) telephone systems and c) PSTN services until the migration to the new infrastructure is complete. The migration programme will commence in early 2015 with anticipated completion by December 2016. Tenderers will also be invited to submit optional bids for complementary requirements including a) mobile services (voice and data), b) on-site paging, c) wide area paging, d) cabling, e) a hosted Lync service and f) professional services related to the Microsoft portfolio, i.e. AD, Exchange, Lync and SharePoint.
The final contract will either be a direct award or will be a managed service arrangement.

Objective criteria for choosing the limited number of candidates: To be considered for the tender list, applicants must achieve the following:
a) a pass to all questions in Section D of the PQQ, and
b) a minimum weighted pass score of 60 % out of a maximum of 500 marks to the questions in Section E of the PQQ.
The Trust intends to take a minimum of the 6 highest scoring suppliers through to the Invitation to Tender (ITT) stage of the procurement process that have passed the minimum weighted pass score of 60 %. The Trust reserves the right to increase this to a maximum of the 10 highest scoring suppliers of Section E of the PQQ.
