Newport City Council in partnership with Aneurin Bevan University Health Board (ABUHB) to discharge their duties in accordance with the Social Services and Well Being (Wales) Act 2014 for Adult Mental Health clients and their carers invites tenders to establish contracts for the following services:

1) Advocacy;

2) Information, advice and assistance;

3) Counselling;

4) Skills, training and well being services.

The services will be available to adults who live within the ABHUB geographical area who have a mental health problem, or be at risk of developing a mental health problems, or be a carer for someone with a mental health problem.

Anuerin Bevan University Health Board and the Council wish to commission an Information, Advice and Assistance service that provides the following:

Information — prompt and accurate information to enable individuals to make an informed choice about their well-being.

Advice — working jointly with individuals to discuss what is important to them and what they want to achieve, considering options and reaching agreement on the way forward through a proportionate assessment.

Assistance — ensuring action is taken that will assist individuals to access appropriate care and support or support in the case of a carer.

Anuerin Bevan University Health Board and the Council wish to commission a Counselling service for individuals with a wide range of mental health and well-being issues. Examples of these issues include but are not limited to:

a) Helping individuals to cope with redundancy or work-related stress;

b) Explore issues such as sexual identity;

c) Deal with issues preventing them from achieving key goals;

d) Cope with depression or feelings of sadness and have a more positive outlook on life.

a) When a person can only overcome the barrier(s) to participate fully in the assessment, care and support planning, review and safeguarding processes with assistance from an appropriate individual, but there is no appropriate individual available;

b) When a person is involved in the safeguarding process;

c) Where there are provider failures or concerns;

d) Where there are changes to care arrangements;

e) Where a person is being assessed or reviewed;

f) Individuals, whom prior to making contact with the local authority, require advocacy to support them to access that information and advice.
