Breast Screening Providers will be expected to provide routine screening for women and, in addition to this, they will also be expected to provide high risk screening for women who are eligible to follow this pathway. The provider will be expected to have clear pathways in place for the screening service, and for referral to assessment.
The NHS Breast Screening Programme (NHSBSP) was set up by the Department of Health in response to the Forrest Report. It began inviting women for screening in 1987 and national coverage was achieved by 1993. There are over 80 screening units across the United Kingdom.
Aims and objectives of this procurement:
— To reduce premature deaths from breast cancer by early detection and treatment by delivering a systematic breast screening programme that fully complies with the national standards set by the NHS Breast Screening Programme (NHS BSP) for eligible women who reside within Brentwood,
— To deliver the breast screening programme in accordance with the Consolidated Guidance on Standards for the NHS Breast Screening Programme: www.cancerscreening.nhs.uk/breastscreen/publications/nhsbsp60.html
— To deliver the breast screening programme in line with the national service specification:https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/383198/1516_No24_Breast_Screening_Programme_FINAL.pdf
— To achieve 100 % offer of screening to the eligible population,
— To deliver the local programme to National Standards,
— To achieve an uptake target of at least 70 % of the eligible cohort screened,
— To reduce premature deaths from breast cancer by early detection and treatment,
— To provide services which are delivered and supported by suitably trained, competent and qualified, clinical and non-clinical staff who, where relevant, participate in recognized ongoing Continuing Medical Education, Continuous Professional Development and External Quality Assurance (EQA) schemes,
— To have audit embedded in the service,
— To ensure that screening is provided to women who are eligible for high-risk breast screening, in-line with NHSBSP protocols and standards.
A small proportion of Essex women resident in or registered in the Brentwood area are currently screened by a BSU outside of the county of Essex. This cohort is small, consisting of approximately 5 700 women. The Provider will invite all eligible women aged between 50 and 70 (47-73, if participating in the age extension trial) within the catchment area to attend for screening before their 53rd birthday or 50th birthday, if included in the age extension trial, or within 3 years of their previous screen if moving into the area. The Provider will provide services which are delivered locally to the target population and to provide local accessibility within Essex to the population with special needs that may not be able to access a mobile unit. The screening service will make reasonable adjustments to ensure the service works equally well for those with disabilities as it does for those without such disabilities. Reasonable adjustments include:
— removing physical barriers to service access,
— making available designated screening sessions, longer appointments or previsits to the service as appropriate,
— providing easy-read materials,
— any other alterations that are required to policies, procedures, training or service delivery to ensure the service is accessible and works well for those with disabilities.
The Invitation to Tender (ITT) will be available from 21.9.2015 via http://ardengemcsu.bravosolution.co.uk/web/login.html The ITT reference for this service is itt_259. All completed bids must be submitted by 17:00 on 6.11.2015.
