NHS Cornwall and Isles of Scilly are looking to commission a provider to deliver NHS Health Checks. We are looking for a provider who can offer innovative solutions to fill the gaps in provision across Cornwall.
The commissioned service will cover the following:
— Patient identification,
— Patient invitation and follow up of non-responders,
— Screening appointment (risk calculation and face to face discussion on risk reduction),
— Secure data transfer (read coded format) into patient records GP practice (if screening not taking place in GP practice),
— Additional work to ensure under-represented groups attend for screening appointment

2) Information and formalities necessary for evaluating if requirements are met:

This is a procurement for services specified in part B of schedule 3 of the Public Contracts Regulations 2006 (“Part B services”). Accordingly, and notwithstanding the advertising of this procurement exercise in the Official Journal, the Public Contracts Regulations 2006 (as amended) (the “Regulations”) only apply in part. The procurement exercise will be conducted in accordance with the information contained in the tender documentation.
The Authority has voluntarily advertised this procurement exercise in the Official Journal, solely in order to reach as wide an audience as possible. The Authority has been constrained by the forms used by the Publications Office to describe the procurement procedure as “Restricted” but the Authority does not bind itself to conduct the procurement process in accordance with the Restricted Procedure, as described in the Regulations, nor to abide by any other part of the Regulations which does not expressly apply to procurements for part B services. Neither a reference during or after this procurement process to the Regulations or the use of language or terminology common to the Regulations shall require the Authority to conduct a full procurement in accordance with the Regulations. This notice is being placed for advertising purposes only.

Precise information on deadline(s) for lodging appeals: NHS Cornwall and Isles of Scilly will allow a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from your procurement lead on this tender process. If an appeal regarding the award of a contract has not be successfully resolved the Public Contracts Regulation 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
