Gwynedd Council acts as the North and Mid Wales Trunk Road Agent (NMWTRA) on behalf of Welsh Government in the maintenance, improvement and operation of the trunk road network in North and Mid Wales.
The Agency is based on a partnership of the 8 Unitary Local Authorities in the region, namely Ceredigion County Council, Conwy County Borough Council, Denbighshire County Council, Flintshire County Council, Gwynedd Council, the Isle of Anglesey County Council, Powys County Council and Wrexham County Borough Council (Collectively known as the Partner Authorities).
NMWTRA and its Partner Authorities wish to set up a Framework arrangement for the provision of multi-disciplinary consultancy services.
The new Consultancy Framework will be used by NMWTRA for Trunk Road commissions and may also be used by any of the Partner Authorities for county commissions.
Use of the Framework for county commissions is entirely at the discretion of individual Partner Authority and acting as the Employer under the Contract.

II.2.1)Total quantity or scope:

The Welsh Trunk Road network is administered in two geographical areas comprising North & Mid Wales and South Wales. Gwynedd Council has been appointed by the Welsh Government as the Lead Authority for the North & Mid Wales Region and will cover the administrative areas of:
— Isle of Anglesey County Council;
— Ceredigion County Council;
— Conwy County Borough Council;
— Denbighshire County Council;
— Flintshire County Council;
— Gwynedd Council;
— Powys County Council;
— Wrexham County Borough Council.
Work Packages shall be commissioned through the Framework across the region of North and Mid Wales bounded by the above Partner Authority areas.
The key outcomes we are expecting from this new Framework include:
— Establishing a flexible procurement mechanism to provide NMWTRA and its constituent Partner Authorities with ready access to sustainable high quality mutli-disciplinary consultancy services at competitive prices.
— Building relationships between NMWTRA, its constituent Partner Authorities, the private sector and other stakeholders based on a strong partnering ethos.
The Framework Disciplines will be in accordance with the CPV (Common Procurement Vocabulary) codes and the following descriptions:
— Highway design;
— Design and detailing of new structures;
— Project management;
— General civil engineering design;
— Assessment/modification/strengthening/repair of existing structures;
— Transport planning, including transport appraisal (WelTAG etc.);
— Tunnel management and engineering;
— Traffic engineering, intelligent transport systems and associated specialisms;
— Network/incident management;
— Asset management;
— CDM co-ordination;
— Engineering surveying;
— Strategy preparation;
— Contract preparation, administration and site supervision;
— Geotechnical desk studies, design of ground investigation and geotechnical design;
— Road safety audits;
— Cost/benefit analysis;
— Cost Consultancy;
— Mechanical and electrical engineering consultancy services;

The Frameworks’ period of contract will be 3 years + an option for a 1 year extension.
The Tender assessment criteria will be Quality/Price – 70 / 30 %
Community Benefits shall form a non core component to the tendering process and will not be assessed.

Lot 1 – Commissions greater than 50,000 GBP.
Four suppliers shall be awarded places on Lot 1 of the Framework and the allocation of work shall be through Quotation Procedure (mini competition).
Lot 2 – Commissions in the range 0 to 50,000 GBP.
Commissions shall be allocated to a Single Supplier with First and Second Reserve Suppliers. The Single supplier shall be the Consultant with the highest overall quality/cost score and the reserves with the second and third highest quality/cost scores, respectively.
The anticipated value of the Framework over the three years shall be in the range of 3,000,000 GBP and 6,000,000 GBP this is an estimated value and cannot be guaranteed.
Tenderers should ensure they are able to fulfil the full Scope of Services.

If a consortium is appointed to the Framework the members of the consortium will be required to form a single legal entity before entering into, or as a term of participation in the Framework. The entity should be supported by Parent Company Guarantees from the Consortium Partners and provide guarantees for the entity. Any formed consortium shall be able to fulfil the full scope of services.

Description of particular conditions: The commissioning model has been developed following a consultation exercise through the Soft Market Sounding Questionnaire issued on 1.7.2013.
This Tender has two lots relating directly to the values of the Works Packages.
Lot One is for Works Packages in excess of 50,000 GBP. Four Consultants shall be placed on the Framework in this Lot and they shall be invited to enter a mini competition (quotation procedure) this will include a quality and financial assessment in response to a Project Brief.
For Lot Two where Works Packages are estimated between 0 and 50,000 GBP; Three Consultants shall be nominated to the Framework and the Works Packages shall be awarded on a First past the post basis with a Second and Third reserve supplier.
The performance of the Consultants shall be evaluated periodically using Key Performance Indicators. A failure to deliver to the expected standard may result in a review of the ranked status of that Consultant.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.
(4) All candidates must comply with the requirements of the State in which they are established, regarding registration on the professional or trade register.
(5) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
(6) All candidates will have to demonstrate that they are licensed, or a member of the relevant organisation, in the State where they are established, when the law of that State prohibits the provision of the services, described in this notice, by a person who is not so licensed or who is not a member of the relevant organisation.
(7) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of social security contributions under the law of any part of the United Kingdom or of the relevant State in which the candidate is established

(4) Certificates drawn up by official quality control institutes or agencies of recognised competence attesting the conformity of products clearly identified by references to specifications or standards.
(5) A statement of the principal goods sold or services provided by the supplier or the services provider in the past 3 years, detailing the dates on which the goods were sold or the services provided; the consideration received; the identity of the person to whom the goods were sold or the services were provided;
(6) A check may be carried out by the contracting authority or by a competent official body of the State in which the candidate is established, to verify the technical capacity of the candidate; and if relevant, on the candidates study and research facilities and quality control measures;
