North Somerset Council are tendering: 24 hour home care provision for older and disabled people (including those funded by Health for ongoing long-term health conditions); end of life care at home; dementia care; reablement; and provision of home care at 1 extra care housing scheme.
The work does not include: provision for people with a learning disability; provision for people with poor mental health who are of working age; or provision for people funded by health and social care due to complex needs.
The Support to Live at Home contract will be a spot purchase contract.
The geographical area in question for the delivery of home care comprises:
— Kingston Seymour,
— Clevedon,
— Portishead,
— Pill,
— Abbotts Leigh,
— Leigh Woods.
There are approximately 2 500 home care hours delivered in this area currently per week.

Objective criteria for choosing the limited number of candidates: The Council intend to invite the top 3 scoring candidates to the negotiation phase following the evaluation of the Tenders received using the Open style procurement process (as it is recognised that this procurement process falls under the Light Touch Regime the Council has developed the process for this tender as a mixture of the Open and Negotiated process). Tenders will be evaluated initially on the quality and prices submitted using a 50/50 criteria. The Council reserve the right Not to use the negotiation phase if upon receipt of initial tenders it is considered that negotiations are not required and an award can be made. During the negotiation phase the Council may choose to further reduce those tenderers involved in the negotiation phase if it is felt necessary.
