II.2.1)Total quantity or scope:

It is anticipated a number of suppliers will be appointed to provide range of vegetation maintenance, arboreal, small scale landscaping and pest control services to support the Environment Agency flood risk management programmes across the North West, Yorkshire and North East of England. This contract will cover a rich diversity of urban and rural landscapes and require contractors to work in or near water courses, open water and coastal areas. The services required are expected to include but not limited to:
Grass, vegetation and in-river weed management using a range of methods.
Removal of vegetation debris from in-river structures.
A range of tree services including tree surgery, general maintenance and pruning.
Removal of storm damaged trees.
Pest and vermin control on riverbanks and other raised embankments.
Small scale landscape reinstatement including tree planting, seeding, grassing and maintenance.
Similar associated services as required.
The Framework is predominantly to supply the Environment Agency but suppliers may also be required to supply services directly to Natural England and other partner organisations under the same terms and conditions.
Suppliers must evidence their ability to provide a sustainable, robust and flexible service for the duration of the contract.
The framework will operate for up to a period of four years, including the optional extension periods stated. The Environment Agency does not guarantee the volume or value, or indeed that any services will be procured through this framework. Spend figures are estimated based on historic data and may fluctuate on the basis of operational need, government funding regimes or take up by other government clients.

Description of particular conditions: All contractors will be required to evidence their current levels of compliance with statutory or industry standard qualifications and training to undertake the services for which they intend to supply.
Where statutory certification, licences or permits are required to undertake services, tenderers must be able to evidence these prior to being awarded a place on the framework. The award of the Framework will not be delayed whilst these are obtained and tenderers must have the necessary requirements in place at the time of tendering. Contractors must continue to comply with these requirements, including any amendments, new legislation or additional industry standards that are introduced, and be able to evidence this compliance throughout the lifetime of the framework.
