Wave Energy Scotland (WES) a wholly owned subsidiary of Highland and Islands Enterprise — funded by the Scottish Government — takes an innovative approach to supporting the commercialisation of the wave energy sector.
Wave Energy Scotland is a collaborative programme seeking to source and fund the development of the key sub-systems and components and then integrate these with other systems and/or into devices.
Arising from the fundamental approach, there is a strict requirement that all applicants entering the WES process are willing to adopt this approach and successful applicants collaborate in the future to allow their solutions to be integrated together where practicable. The Intellectual Property arrangements will facilitate this and are specified in the contract.
This Call is for novel wave energy converter devices, specifically focussed on the prime mover and structure.
WES invites applications for significantly improved novel wave energy converters for entry into this competition process at Stage 1 only. To be eligible applicants are expected to have already identified a concept and carried out preliminary feasibility work, as defined in Section 2.8 of the Call Guidance document. WES will only seek to support truly novel devices which have not been developed and characterised before. However, WES will consider supporting existing device concepts which have previously progressed to higher levels of maturity but where significant improvement potential has been identified (and can be demonstrated) and it would therefore be appropriate to return to an earlier stage.

Up to 100 % of project costs via a contract for research and development services, is available under this call for Stage 1 activities.
WES can offer up to 3 000k GBP (including VAT ) per Project for up to 12 months with applicants free to contribute further funds if desired. To deliver this project WES expects that the costs will be split approximately 75 %/25 % between (i) Performance testing, optimisation and verification and (ii) Initial concept engineering of the full scale system, respectively. WES is flexible over the total budget of 2 400 000 GBP for this call which will depend on the quality and number of the applications received. However, it is currently anticipated there will between 3 and 8 contracts awarded for this Stage. WES reserves the right:
(a) to re-allocate budget between this call and another call;
(b) not to take any technologies through from Stage 1 to any future stages of this call; and
(c) not to award any contracts under this call.

Description of particular conditions: This Call is open to any organisation registered in the European Union/EFTA that that can demonstrate a route to market for their innovative solution. Collaboration and technology transfer from other sectors is actively encouraged. The PCP process requires selected R&D providers to locate the majority of the R&D activities for the PCP contract, including in particular the principal researcher(s) working for the PCP contract, in the Member States or Associated Countries. Consequently, WES requires the bulk of the research activity to be undertaken within the EU/EFTA.

This Contract Notice is for the procurement of R&D services and is, accordingly, exempt from the requirements of The Public Contracts (Scotland) Regulations 2012. This Notice is, therefore, published in the OJEU on a voluntary basis.
Although this Notice indicates that the open procedure will be followed, WES are not bound by the timescales or any other requirements of the Regulations and will conduct this competition as set out in the accompanying call documents, or as otherwise indicated by WES to all parties who have recorded an interest in relation to the process.

In order to participate in the competition, applicants should register, for free, on the Public Contracts Scotland PCS) website (www.publiccontractsscotland.gov.uk), record their interest in this contract and download and complete all relevant documentation.

This free process also gives suppliers access to an on line Question and Answer facility which allows queries to be submitted (anonymously), and answers published and shared with all potential bidders.
Applications must be submitted via the PCS Postbox and be received by the date and time indicated with all questions answered. Hard copy responses will not be accepted.
A webinar (18.6.2015) and a brokerage event (2.7.2015) will be held as part of the application process. The webinar will allow potential applicants an opportunity to hear about WES and the call itself. The brokerage event will allow potential applicants the opportunity to meet with members of Scottish industry and investigate partnerships.
Registration will be required for both the Webinar and Brokerage Event for those who wish to participate and/or attend the event. Details will be provided on PCS nearer the time.
All relevant information and documentation (including a link to the webinar itself and any questions and answers) will be uploaded to PCS following both events.
