Information and formalities necessary for evaluating if the requirements are met: As this contract relates to Part B Services, Network Rail is issuing this notice on a voluntary basis only and will not be following 1 of the procurement processes set out in the Utilities Contracts Regulations 2006. This for the provision of Occupational Health and Wellbeing and Drug and Alcohol Testing Services on a national basis.
Suppliers will be expected to comply with all instructions during the course of the tender.

Any supplier who wishes to be considered for this contract must submit an expression of interest via e-mail for the attention of Richard Aish atrichard.aish@networkrail.co.uk no later than 12:00 Hours on 15.12.2014. Any expressions of interests received thereafter will not be considered.

Upon receipt of the Expression of Interest, a Pre-Qualifying Questionnaire (PQQ) will be sent for completion. The PQQ document must be returned to the nominated individual no later than 12:00 Hours on 5.1.15. Pre-Qualifying Questionnaires received after this time will not be considered.
The e-mail must contain the following information as laid out below and nothing else:
1. Full Contracting Entity Name, Address and Registered Address (if different).
2. Full Name, Telephone Number and e-mail address of the person submitting the interest who will be the main point of contact for ongoing correspondence. As part of the e-mail interested suppliers must confirm that they are aware and not disqualified from expressing interest in this OJEU notice because non-compliance with the Regulations 26 of the Utilities Contracts Regulations 2006.
A supplier will be disqualified from the tender exercise if:
a) Is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations.
(b) Is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations.
(c) Has been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct.
(d) Has been guilty of grave professional misconduct proven by any means which the contracting authorities can demonstrate.
