Description of the contract
Devon and Cornwall Probation Trust (DCPT) have identified an operational need to procure additional interventions to address alcohol related reoffending in the Torbay, Teignbridge, South Hams, Cornwall and the Isles of Scilly ( referrals from the Isles of Scilly will be managed through interventions delivered on the mainland). DCPT is currently reviewing its Offender Alcohol Strategy. For the purposes of this contract the service is aimed at offenders being managed within the community who have been assessed through the use of the AUDIT score too as being at “increasing” or “high” risk drinking. The service is not aimed at dependant drinkers, with the exception of the support fro community provision of Alcohol Treatment Requirements (ATRs) in Torquay. The services will comprise of delivery of 35 Alcohol Specified Activity Requirements (ASARs) in Cornwall and 30 ASARs in Torbay. In Torbay the provider will also provide support around the delivery of 8 ATRs. This support is intended to complement and not replace the existing health provision, by supporting DCPT staff and offenders through provision of guidance and advice. In addition the provider will be expected to deliver advice and support to local DCPT staff and the provision of Brief Interventions to offenders. Delivery of the service will essentially need to be flexible having due regard to sentencing decisions from local Courts and subsequent sentence planning decisions by DCPT’s offender managers.
