The Council is therefore launching the “Open Framework for the Provision of Older Adults Residential and Nursing Care Services”, a new contract for providers of Older Adults residential and nursing care services. Via this new contract, the Council is aiming to support the provider market to develop the increasingly complex residential and nursing care services required to meet the changing needs of the Cumbrian population.

From time to time as part of the commissioning process, the Council needs to re-contract providers of residential and nursing care. The Council is therefore launching the “Open Framework for the Provision of Older Adults Residential and Nursing Care Services”, a new contract for providers of Older Adults residential and nursing care services. Via this new contract, the Council is aiming to support the provider market to develop the increasingly complex residential and nursing care services required to meet the changing needs of the Cumbrian population.
This is an Open Framework which is accessible and advertised over the duration of the Framework (4+1+1). It is procured via the Light Touch Regime as per the Public Contract Regulations 2015.

Estimated total value of the Framework is up to GBP 450 000 000 (GBP 450 000 000) over 6 years.
An estimated total contract value of up to GBP 340 000 000 from Cumbria County Council and a potential value up to GBP 110 000 000 from North Cumbria CCG.
This has an initial 4 year duration with 2 optional extensions of up to 12 months (4+1+1).
The place on the Framework will be valid if the identified organisation has a change of circumstance or structure and a successor organisation takes on the equivalent role.
