COMMISSIONING SUPPORT FOR A CAPITAL GRANT SCHEME FOR HOSPICES. 1.1 The Government is committed to improving the quality of care that people experience at the end of life. This includes continuing with implementation of the Department of Health’s (DH) End of Life Care Strategy (2008) (http://www.dh.gov.uk/en/Publicationsandstatistics/Publications/PublicationsPolicyAndGuidance/DH_086277), as well as delivering on specific commitments to develop a new funding system for palliative care, and introduce a right for people to choose to be cared for and die at home (http://www.dh.gov.uk/en/Consultations/Liveconsultations/DH_134221). End of life care is also a Quality, Innovation, Productivity and Prevention (QIPP) workstream (http://www.endoflifecareforadults.nhs.uk/strategy/policy/quality-innovation-productivity-prevention), a key focus of which is to enable more people to die in their usual place of residence, in line with their expressed wishes. 1.2 The hospice sector, which is the principal provider of specialist palliative care services, is key to implementing this improvement agenda. They are supporting this in a number of ways, including through making their services available to those with any condition, rather than just those with cancer, and expanding their outpatient and community outreach services, such as hospice at home provision. By developing these services, the sector is enabling more people to get the care they need in the community, and decreasing the need for admission to hospital.
