II.2.1)Total quantity or scope:
Oxfordshire County Council have a number of contracts dealing with the subsidy of public bus services across the County of Oxfordshire.
We are currently reviewing contracts in the Banbury and Bicester areas of Oxfordshire. We will also be reviewing those contracts formerly operated by RH Transport Services, these mainly but not exclusively in the Chipping Norton, Faringdon, Wantage and Witney areas of Oxfordshire.
Subsidy contracts are issued on a gross price basis where the Contractor retains all the on bus revenue.
No contracts will receive re-imbursement from the relevant Travel Concession Authority for the ENTCS Concessionary Fare Scheme.
No final position has been made with regard to the potential transfer of Bus Services Operator Grant for subsidised bus services to Local Authorities but tenderers should assume that these contracts will not receive further BSOG payment.
We estimate (ahead of any commercial declarations made by holders of existing subsidy contracts) that the following bus services would be tendered:
Bicester area: 22, 23, 25/25A, 37, 81/81A, 90 & part of 94.
Banbury area: B7 & B10. (Services B1, B2, B5, B8, S4, 488 & 489 are currently partly subsidised via ‘de minimis’ contracts and may be offered as partly tendered services in this review).
Chipping Norton and Witney area: 18, 19, 64, 243, X8, X9, X15, C1 & T1.
Other areas of Oxfordshire: 63, 67/67A, 98 & X47.
Full specifications of each contract (most routes would be the subject of an individual contract within this review) will be available online at the South East Business Portal (http://www.businessportal.southeastiep.gov.uk). New users will be required to register before access is granted.

Each service tendered may have different options
for a lesser or greater service level.
Contracts for the Banbury and Bicester area would be awarded for a period of 6 years from 2nd June 2013 to 2nd June 2018.
For contracts awarded in the Chipping Norton and Witney area, the period is for one year from 2nd June 2013 to 31st May 2014.
For the 4 other contracts, the period is for 2 years from 2nd June 2013 to 30th May 2015.
The Council reserve the right to vary any contractual terms subject to appropriate notice and to extend or bring forward contract end dates.
Based on current contract prices for all the services referred to above, the collective value for this review is worth approximately GBP 5,500,000.
