Commercial Services is one of the largest trading organisations of its kind in the UK with a turnover currently in excess of GBP 600m pa and employing over 800 people from its base in Kent. With its Education Supplies Division set up nearly 70 years ago by Kent County Council, it has grown organically since then to supply an ever-increasing range of best value goods and services to other publicly funded organisations as well as private sector organisations. These include local government, education establishments, the care sector and emergency services.
Kent County Supplies (KCS) is a trading unit of the Commercial Services Department and provides a purchasing, warehousing and distribution service to a wide ranging customer base within local government, associated public bodies and private sector organisations in Kent, neighbouring counties and across the UK.
Kent County Council (the Council) is the largest local authority in England covering an area of 3,500 square kilometres. It has an annual expenditure of over GBP 1bn on goods and services and a population of 1,3 m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils.
In accordance with best procurement practice, EU and UK Procurement Directives and Regulations and Kent County Council’s Standing Orders, Commercial Services wishes to create a Contract for an Outsourced Distribution Service. This service will be expected to cover a national distribution requirement. This is in keeping with KCS’s on-going drive to improve efficiencies within the organisation and to improve their service to customers.
KCS is seeking the provision of an outsourced next day delivery distribution solution to its customers outside of Kent to include the management of the loading bay operation for the required deliveries. Exact details of areas that will be serviced under this Contract will be advised and agreed between the parties post award.
Estimated value excluding VAT:
Range: between 5 000 000 and 7 500 000 GBP

(j)has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;

This Contract will initially be let for a period of 48 months with a possible 12 month extension subject to review.
This opportunity will be completed electronically via ProContract, a site run by Due North. The closing date for submission of full and final tenders is 14:00 on 30.1.2013. Tenders submitted after this date will not be accepted.
