- Parent Partnership Services became statutory when the Special Educational needs and Disability Act 2001 amended the Education Act 1996. The revised Special Educational Needs (SEN) Code of Practice 2001, which supports the legislation, sets out minimum standards for both Local Authorities and Parent Partnership Services in paragraphs 2:18 and 2:21.
In 2007 the Government produced an exemplification of these minimum stands in order to strengthen the ‘arms length’ nature of the services and to improve their quality with the aim of increasing parental confidence in this provision. The exemplars illustrate a range of practice from minimum to best practice across funding; management; working with parents; information and publicity; training, advice and support; networking and collaboration; in formatting and shaping local policy and practice; and location.
In Croydon the Parent Partnership Service (PPS) was established within the Local Authority (LA) in 1994. The service was subject to outsourcing in 2007 and following a successful procurement process the service contract was awarded with effect from January 2008.
