The Contract relates to the enforcement of on and off-street parking places, waiting and loading restrictions and other restrictions across the whole of the Borough by the issuing of penalty charge notices by civil enforcement officers, together with a range of associated services including:

— the processing of notices,

— provision of enforcement agent services,

— enforcement using mobile camera cars,

— enforcement of moving traffic contraventions,

— management and maintenance of pay and display machines,

— car park maintenance, and

— the provision of a removals, storage, release and relocation service.

II.2.4)Description of the procurement:

The Contract relates to the enforcement of on and off-street parking places, waiting and loading restrictions and other restrictions across the whole of the Borough by the issuing of penalty charge notices by civil enforcement officers, together with a range of associated services.

This contract is for a single provider for the provision of all civil parking enforcement and related services including:1

— provision of on and off-street parking enforcement service. (24/7 capability),

— provision of a notice processing service. Currently Westminster Council makes post NTO decisions on behalf of WFC under Framework Agreement,

— provision of an IT debt management and notice processing solution,

— provision of an enforcement agent service for debt registration and the execution of warrants,

— supply of “pay and display” tickets,

— provision of a “pay by phone” cashless solution,

— provision of a parking dispensation, permit management and visitor voucher system. There is also a “shop owner” voucher scheme,

— provision of a “pay and display” machine cash collection and counting service. Currently approx. 8 000 GBP per week from 9 car parks,

— provision of 1st and 2nd line “pay and display” machine maintenance. (24 machines). 3 machines are new and 21 will need to be replaced by the Contractor within 6 months of the start date,

— provision and management of an electronic interface with the traffic enforcement centre, the DVLA and the traffic penalty tribunal,

— provision of a removals, storage, release and relocation service including a vehicle pound that is local to Waltham Forest,

— provision of enforcement using mobile camera cars,

— provision of moving traffic contravention enforcement,

— provision of a reporting of defects and undertaking of temporary repairs to signs and lines maintenance service,

— provision of equipment, transport and accommodation,

— provision of defined general car park maintenance.

The Contract will commence on 1.1.2020 and, subject to satisfactory performance, shall continue up to and including 31.12.2025. At the sole discretion of the authority the contract period may be extended in two year periods as the authority deems appropriate up to a maximum of 4 years, providing a possible total contract period to midnight on 31.12.2029.
