Provision of a Team of Civil Enforcement Officers deployed to carry out on and off street parking enforcement.
Maintenance of pay and display machines.
Option for cash collection from pay and display machines.
Four year initial contract period. Option to extend contract for up to a further two years. (Extension period may be implemented in increments). Total period of the contract will not exceed six years.

This Invitation to Tender follows the Council’s retraction of the Invitation to Tender in respect of Contract CON250, relating to Contract Notice 2012/S 130-216440 published in the Official Journal of the European Union(OJEU) on 10.7.2012.

For the avoidance of doubt, the Services to be provided under this Contract are categorised as ‘Part B’ services under the Public Contracts Regulations 2006 (as amended) and therefore not subject to the full extent of these Regulations.

VI.4.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: For the avoidance of doubt, as the Services to be provided under this Contract are categorised as ‘Part B’ services under the Public Contracts Regulations 2006 (as amended), the Council is not obliged to comply with the ‘standstill’ requirements of these Regulations. However, in the interest of fairness and transparency the Council shall voluntarily observe a 15 day standstill period prior to entering into a contract with the successful Tenderer.
Acceptance of a Tender by the Council shall be communicated in writing to the successful Tenderer. The Council shall subsequently observe a standstill period of 15 days prior to entering into a Contract with the successful Tenderer.
All unsuccessful Tenderers shall receive written notification of the Council’s decision. The notification will include:
— the name of the Tenderer to be awarded the Contract,
— the award criteria and corresponding scores obtained by (i) the Tenderer to receive the notice and (ii) the winning Tenderer,
— the reasons for the Council’s decision, including the characteristics and relative advantages of the successful Tender,
— a precise statement of when the standstill period is expected to end.
The Council reserves the right, at its absolute discretion, to extend the standstill period until any representations from unsuccessful tenderers have been fully considered and concluded and to alter its award decision or terminate entirely the award procedure at such time.
