Southend-on-Sea Borough Council is following a competitive dialogue tender procedure for the procurement of a Provider or Providers to deliver Parking Enforcement, Car Park Management and Associated Services to the Council.

Providers are to deliver Parking Enforcement, Car Park Management and Associated Services to the Council.
The scope of the contract will include the full range of contraventions including on-street stopping, waiting, loading, parking, permit parking and on-street and off-street pay and display and enforcement.
Required Services.
Parking Enforcement:
Patrols.
Issue Notices and PCNs.
IT System — Notice processing and Website interface.
Mobile Cashless Parking.
Mobile CCTV Enforcement in line with the requirements of the De-Regulation Act.
Static CCTV Enforcement in line with the requirements of the De-Regulation Act.
Process PCN challenges and payments.
School Crossing Patrols.
Enforcement support of other street services — eyes and ears.
Car Park Management:
Supply of parking tickets and other materials.
Cash machines maintenance.
Car Parks inspection and Machine emptying.
Cash Collection (optional).
Opening and closing of car parks gates.
Pay and display machine stock management.
Cashless Parking.
Associated Services:
Special Events support.
Bus Lane and Moving Traffic Contraventions- Only as and when the legislation permits.
