Project and design preparation, estimation of costs. Construction project management services. The Council is seeking a framework of partners to deliver affordable housing across the borough. The Council has identified at least 14 sites which could be used for the development of affordable housing and additional sites will be identified.

No guarantees of work can be given under the framework agreement.
There is no definitive scope of works that will be carried out under the framework agreement, but for guidance purposes, development of affordable housing, as defined in the National Planning Policy Framework, will be a priority. The Council has an annual target within its Core Strategy of a minimum of 100 units per year. The Council’s Strategic Housing Market Assessment in 2012 identified a requirement for at least 560 affordable homes per year over the next five years and the framework will assist in the enabling of additional development.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.
