Parts for warships. Engines and engine parts for warships. Command, Control, Communication and Computer systems. Power converters. Electricity distribution and control apparatus. The Authority has a possible future requirement to update the Power Generation and MCAS on the Type 23 Frigates to address the end of life power margin erosion due to the growth of equipment fits, platform life extension and challenging climatic operating environments. PGMU will enable the T23 Frigates to regain and maintain full safety, availability and capability until planned Out of Service Date (OSD) and minimise cost of ownership. The possible future requirement is for the following categories/lots:
Category/Lot 1) Diesel Generators.
Category/Lot 2) Power Conversion Equipment.
Category/Lot 3) Electrical Distribution Systems.
Category/Lot 4) Machinery Control and Surveillance System (MCAS).
Equipment would be installed during deep maintenance periods of the T23 frigates by the nominated dockyard Contractor under the Surface Ship Support Alliance (SSSA) agreement.
Full specifications detailing the exact scope of work will be made available to those suppliers successful in being selected to receive an Invitation to Tender (ITT). It should be noted that AWARD software will be used as part of the Tender Evaluation Process. Pre Qualification Questionnaires (PQQs) may be issued to down-select suppliers to ITT stage.
Any resultant ITT that may be issued will be on the basis of individual Lots as set out above. Interested suppliers should in the first instance, submit an expression of interest, outlining the lot(s) that they wish to be considered for, together with their ISO accreditation certificate for the appropriate scope, to the Authority point of contact. Any supporting information or literature should not exceed 3 x A4 pages.
The announcement of this possible future purchase should not be construed as confirmation that an ITT or Contract will subsequently be issued and is not commitment by the Authority to place an order as a result of tendering or at a later stage. Any expenditure, work or effort undertaken prior to any contract award is a matter solely for the commercial judgment of the potential supplier.

1)Short description
Supply of diesel generators for T23 frigates. The required power band is 1.4 – 2 MW, the diesel generators are required to use F-76 fuel and fit within the existing diesel generator space and weight envelope within the T23 machinery rooms. A Def Stan 00-600 compliant support package including training and technical documentation is also required. Option prices, which may or may not be exercised by the Authority, may be requested for longer duration support.

1)Short description
Update of the existing motor generators on the T23 frigates. The requirement is to convert up to 3MW (total) from 600v to 440v and satisfy the Quality of Supply requirements of Def Stan 61-05. A Def Stan 00-600 compliant support package including training and technical documentation will be required. Option prices, which may or may not be exercised by the Authority, may also be requested for longer duration support.

1)Short description
The 660V and 440V distribution systems, compromising switchboards and associated cabling on the vessels will need to be assessed and replaced if deemed necessary on the grounds of capacity and condition. Option prices, which may or may not be exercised by the Authority, may also be requested for longer duration support.

There is a potential requirement to update the MCAS, retaining current functionality and enabling future growth. The scope of the MCAS is control and monitoring of: auxiliary systems; propulsion control systems; power generation and distribution systems. Option prices, which may or may not be exercised by the Authority, may also be requested for longer term support.

Objective criteria for choosing the limited number of candidates: Economic operators who express an interest in any of the Lots advertised will be required to submit a response to a Pre-Qualification Questionnaire to confirm their suitability and capacity in both economic and technical terms. Where more than 6 economic operators meet the criteria, the PQQ scores will be used to rank and down select to a maximum of 6 economic operators who will be invited to tender.
