HeathTrust Europe LLP (HTE) acting as provider of procurement services on behalf of Warrington and Halton Hospitals NHS Foundation Trust (The Trust), is seeking to award a contract for a Managed Service, to include the provision of all equipment, reagents, consumables, auxiliary goods and equipment in addition to maintenance, training, associated services and installation / enabling works, initially in the areas of Clinical Chemistry, Immunoassay, Serology, Point of Care Testing (Blood Gases, Blood Glucoses and Ketones) Blood Transfusion, Coagulation and Haemoglobinopathy testing.
The Trust provide pathology services to both primary and secondary care. The Trusts catchment area represents a population of approximately 270 000.
The key aims of this project are to improve efficiency, reduce costs and to deliver an improved diagnostic service to our users. These aims will be achieved by the use of modern analytical equipment combined with a degree of affordable automation.
Further procurements will be required in future years, under this Managed Service Agreement. There is an intention to include the following:-
— Protein Electrophoresis – current workload of 4000 serum and 750 urine tests pa and a value of approximately GBP 23,000 pa. Planned to be added into the service in 2018,
— Immunology – to include TTG/ANA/CANCA/PANCA/Allergy screening tests; with value of approximately GBP 60,000 pa. Planned to be added into the service in 2019,
— HaemoglobinA1c – current workload of 65000 tests pa with a value of approximately GBP 52,000 pa. Planned to be added into the service in 2019,
— Full automated haematology system including slidemaker/stainer and ESR – current workload 262,584 tests pa with a value of approximately GBP 166,000 pa. Planned to be added to the service in 2020.
The resultant contract arising from this procurement will be entered into between The Trust and the successful bidder.
The Trust views this as the start of a process to enter into a long-term partnership for the provision and delivery of a service which is fit for purpose, complies with current legislation and, where appropriate, takes account of guidance and best practice in the most efficient, cost effective and timely manner.
The duration of this Contract shall be 10 years and at the Authority’s discretion to extend such Call-Off Contract for up to 24 months. Within the initial contract period there must be an option to refresh instrumentation after the first 5 years.
The contract is anticipated to have an Initial annual value of approximately GBP 1,038,000 and the supplier should assume an annual increase in test volume of 5 % per annum. This means the average annual contract value will be approximately GBP 1,305,000, excluding the above additions to the service (the average annual contract value will be approximately GBP 1,573,000 including the above additions).
