Description of the contract

To provide the salary benchmarking data for the following roles in the specialist Oil and Gas market: Roles • Environmental Specialist • Senior Environmentalist • Senior Geologist • Senior Reservoir Engineer • Senior Metering Engineer • Senior Production Engineer • G7 (Civil Service Grade equivalent – Team Leader) Reservoir engineer • G6 (Civil Service Grade equivalent – Team Leader) Senior Petroleum The benchmarking data survey should be based on a representative sample of companies that reflect the market conditions in Aberdeen and London for the skills required in the above roles. Data parameters: The data provided should be no older than 6 months and cover: • Salary • Bonus • Holidays • Pension • Healthcare • + supplementary questions provided by DECC, no greater than 5, which the successful bidder will gather qualitative information on directly from job holders currently employed within the market. The benchmarking data should be robust enabling a high, low and median salary point against each role to be identified. Qualitative data is also required on the conditions of the Aberdeen and London markets in more general terms and specifically in relation to any relative difference between these two geographical markets. The benchmarking survey data should be provided in a written report accompanied by a verbally presentation. Completion of the report is required within 6 weeks of award of the contract, unless otherwise mutually agreed by both parties.

If you wish to take part in this procurement please see the Specification attached to this Notice and send your completed proposal to Derek Coombes at 55 Whitehall, London, SW1A 2AW by 23:00 on the 11th of January. Any late submissions will not be considered. DECC reserves the right to halt the procurement process and to not award a contract. DECC will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon DECC Standard Terms and Conditions, An Electronic copy of your bid can be sent to derek.coombes@decc.gsi.gov.uk. Telephone interviews, if deemed necessary, will be held in the week commencing 14/1/2013 (suppliers will be notified of this in the week commencing 14/1/2013). If successful and upon contract signature, the supplier is expected to attend or phone into a kick-off meeting taking place on 21/1/2013. Project completion is required with 6 weeks on the kick-off meeting.
