The study will provide an up to date town centre and retail picture in Perth & Kinross and will help inform the consideration of town centre and retail development proposals, including retail, commercial and leisure impact assessments submitted in support of proposals.

Total quantity or scope of tender

Maintaining and enhancing the vitality and viability of Perth city centre and all other town centres is a key focus of Perth & Kinross Councils retail, town centre and related policy. To ensure Perth and the six main town’s performance is maintained and enhanced, up to date information is required on the current situation and future potential including leisure uses.

Scope of Services

1. Provide information on consumers’ views and use of Perth city centre and the six town centres including views on the potential for more mixed use centres

2. Identify likely trends in town centre use in particular retailing (convenience and comparison) and its implications for Perth & Kinross

3. Identify any shortfalls and/opportunities for retail/commercial/leisure provision in Perth & Kinross

4. Examine potential improvements to Perth city centre including the night time economy, dwell time and parking provision

The study should provide information on the following:

• Catchment Area: Identify catchment area to identify where customers travel to Perth and the six main towns for convenience (main food and top up) and comparison shopping, business and leisure purposes.

• Current town centre floorspace: Identify convenience and comparison retail floorspace, commercial and leisure floorspace in Perth & Kinross;

• Quantitative Capacity Assessment: Identify the current convenience and comparison retail capacity in Perth & Kinross;

• Qualitative Capacity Assessment: Identify physical, social and economic deficiencies that may exist in Perth & Kinross. The impact of continued improvements to Stirling and Dundee’ city centres and the growth of online shopping should also be examined. A household shopping survey should help identify what expenditure leakage there is from each town. The survey should gauge what town centre issues there are in each town and include questions on Perth’s night time/after hours economy, parking provision and customer dwell time;

3 Conditions for Participation


Minimum standards and qualification required

The study will require the consultant to demonstrate a clear understanding of the project requirements and expertise in retail planning and town centre issues. Award of the contract will be based on the relevant expertise and experience of the consultant along with their proposed
