Description of the goods or services required

The Highland Councilis seeking a single framework agreement partner for the provision, installation and finance of photovoltaic (PV) systems on Council roofs. The opportunity will include housing, schools, land, sports centres, industrial buildings and offices. The systems will be supplied, installed and maintained by the provider in return for a fixed income- rental fee to the Council and supply of electricity from panels, providers will be able to consider additional community benefits, tenant energy reduction funds and “carbon clever” participation. The provider can include area based deployment that allows home owners and businesses, social enterprises and communities to participate in the opportunity.

The Authority in creating this Framework with a single provider does not guarantee any minimum level of expenditure, quantity, allocation or value of services. The allocation of requirements shall be determined by individual Call-Off Contracts utilising the terms of this Framework Agreement

3 Conditions for Participation

3.1

Minimum standards and qualification required

The ability to finance and install PV systems along with recognised previous experience of operating a similar scheme.

Providers must be MCS registered or equivalent.

Tenders need to complete a Pre Qualification Questionaire as part of the requirement.
