Description
Wakefield Council’s Family Services Directorate wishes to invite tenders for the Provision of a Pilot Scheme to develop a Network of Personal Assistants. A Vision for Adult Social Care sets out the government’s principles to develop a modern system of social care. Personal Assistants are a way of promoting the Personalisation agenda in terms of proving people with more choice and control about how their care and support is delivered. The expansion of Self-Directed Support means that individuals and groups have more control over how they commission their own support, but this has to be within a framework of managing risk and keeping vulnerable people safe. The successful applicant will need to: • Establish and update a database of Personal Assistants with the goal that holders of Personal Budgets can select from an approved list of Personal Assistants to deliver their care and support • Develop and implement a set of minimum standards for Personal Assistants • Support Personal Budget holders with recruitment issues such as interviews, references, CRB checks and training needs. • Appropriately match Personal Budget holders with Personal Assistants • Develop Recruitment and Retention strategies • Achieve positive outcomes for Personal Budget holders • Establish options to enable the scheme to become self-sustaining It is expected that the successful applicant will provide this service from 1 November 2012 The Commissioners’ maximum available budget for the Service is £75,000 for an 18-month period. Tenders will be undertaken through the electronic ‘Supplier and Contract Management System ‘(SCMS). This allows applicants to electronically download, complete and submit tender documents.
