Planned Maintenance of Lift Installations within Council Public Buildings 2013-2016

2.2

Description of the goods or services required

The works comprise the servicing and maintenance of the lift installations of several properties throughout the Inverclyde area all as described in the specification and includes; Carrying out all Planned, preventative & Corrective Maintenance including Emergency Maintenance and Respond;

Carrying out condition surveys, providing all documentation, necessary tests & certificates.

Providing notices, signs, labels, drawings & miscellaneous items.

Provisions of quotations for additional required works which are excluded from the definition of servicing & maintenance as described. Such quotations should be based on the quoted rates contained within the prime cost sum section of this document.

2.4

Total quantity or scope of tender

The works are to commence from the date stated in the Formal Letter of Acceptance and the Contract Period shall be 156 weeks (3 years), subject to provisions contained within the conditions.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Tenderers must pass the Mandatory Requirements contained within the tender document. Tenderers must attach a copy of their audited accounts (or equivalent) and the accounts of the group (if applicable) for the last 3 financial years in English and UK Sterling together with details of any significant changes since the last year end. If the tenderer has not been trading for 3 years, please provide financial accounts for the life of the organisation.

Accounts will be assessed by a financial expert and the value of business awarded to a supplier will be based on a tenderers average annual turnover over the last 2 years in relation to business offered under the appointment to the contract to limit the financial exposure of the supplier as a contractor.

Tenderers not requiring to fully disclose their accounts under company law are not required to submit full audited accounts for the purposes of assessing their financial suitability for this contract. However a provision of abbreviated, consolidated or group, associate or holding company accounts should be provided. Please also provide a statement of turnover if this is not detailed.

Applicants are strongly advised to satisfy themselves that they meet these criteria as failure of the financial check will mean that their application will not be considered further. Applicants should also satisfy themselves that their Dun and Bradstreet ratings are correct and it is the applicant’s responsibility to raise any queries with Dun and Bradstreet if they feel a correction is required. The Council will rely on the risk rating it obtains at the time it performs the D&B financial check.

Submissions to the above address, 2 paper copies of the completed tender documents must be provided in A4 format and printed single sided. Electronic copies of ALL completed tender documents and appendices must also be provided in MS Word/Excel format on a labelled CD and must be enclosed with your tender submission. Tenderers should note if there is a discrepancy in the rates/pricing between hard copy documents and CD disk then the rates submitted on the CD disk shall be taken as the tendered rates.
