The Contracting Authorities (Clanmil Developments Ltd and Connswater Homes Ltd) wish to appoint a suitably qualified entity to provide a full Planning Consultancy service. The successful Tenderer will provide assistance to the Contracting Authorities in delivering their respective development programs. A detailed Scope of Services required is provided in Document 02 — Scope of Services — Planning Consultant.
Contract period: 2 years with options to extend for 2 periods of 12 months.
To consider capacity issues the Contracting Authorities maintain the right to appoint a reserve consultant to be called of as when required dependent on capacity issues or any conflict of interest.

Precise information on deadline(s) for lodging appeals: A standstill period at the point of information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
