Norfolk County Council wishes to establish a framework agreement of suppliers to carry out the services detailed in this application.
Successful applicants will be appointed to the framework agreement to provide these services in accordance with the service specification, together with the documents making up the Contract.
The framework will consist of 5 Lots (each with 4 operational areas).
Orders placed off the framework will be awarded on an individual basis.

II.2.1)Total quantity or scope:

Highway Works, part of the Environment, Transport and Development Department within Norfolk County Council, ensures the highways are safe and reliable for all users through a programme of highway improvements and maintenance, developing the highway network, working with others to reduce casualties and enables a wide choice of travel options. The service also includes planned inspections of the highway, routine maintenance delivered through Ranger Managers and maintenance of Public Rights of Way.
Norfolk County Council wishes to establish a framework agreement of suppliers for the hire of both operated and non-operated plant and associated equipment.
Successful applicants will be appointed to the framework agreement to provide these services in accordance with the service specification, together with the documents making up the Contract.
The requirement is divided into 5 Lots over 4 separate service areas (North, South, East and West Norfolk) as follows:
Lot 1 – Plant Hire with Operator
Lot 2 – Plant Hire with Operator – Labour Only Option
Lot 3 – 180 degree Four Wheel Drive Excavator with Operator
Lot 4 – Plant Hire without Operator
Lot 5 – Traffic management plant hire
Orders placed off the framework will be awarded on an individual basis.

Precise information on deadline(s) for lodging appeals: The Public Contracts Regulations 2006 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
