Contact, command and control (C3) is a mission critical operational area of police Scotland that relies heavily upon ICT to deliver efficient and effective across its 4 core functional areas of contact management, operational communications, customer relations and information and intelligence support and command and control.
Existing C3 ICT systems are legacy systems and police Scotland are exploring the opportunity to replace these legacy ICT systems with an integrated solution (C3i) capable of supporting a single operating model enabling the modernisation of the way in which police Scotland deliver C3 services and reducing operating costs.

Police Scotland are seeking expressions of interest from suitably qualified suppliers who feel they can deliver a unified multimodal system that will meet their requirements in this area together with ongoing maintenance of said system. Interested parties should download the pre qualification questionnaire attached to this notice and submit in accordance with the instructions contained therein by the due date.

Precise information on deadline(s) for lodging appeals: Police Scotland intend to apply a 10 calendar day standstill period following publication of this notice. This period is to allow companies who object to the decision of the award of contract to raise their concerns with the Contracting Authority before the contract is entered into. If an appeal regarding the award of contract has not been successfully resolved. The Public Contracts (Scotland) Regulations 2006 (SSI 2006 No 1) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session. Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
