II.1.5)Short description of the contract or purchase(s)

Lewisham Council seeks to appoint supplier(s) to deliver: PPM, Reactive Repairs and Building Cleaning and Related Services. The services will be tendered in 3 Lots as follows:
Lot 1 — PPM and repairs;
Lot 2 — Building cleaning and related services;
Lot 3 — Combined PPM and related services.
The Council, following evaluation of all 3 Lots, will determine at its sole discretion, whether to award 2 separate contracts, 1 for PPM and Repairs (Lot 1) and 1 for Building cleaning and Related Services (Lot 2), or 1 single contract for the provision of combined PPM, Reactive Repairs and Building Cleaning and Related Services (Lot 3).
Candidates may bid for any or all Lots.
This contract will provide the above services primarily to Lewisham operational estate.

II.2)Quantity or scope of the contract

II.2.1)Total quantity or scope:

Lewisham Council seeks to appoint supplier(s) to deliver: PPM and Repairs and Building Cleaning and Related Services.
Planned Preventative Maintenance and Reactive Repairs will include, but is not limited to:
— Statutory PPM;
— Health and safety PPM;
— Business critical PPM.
PPM tasks will be carried out and be compliant with SFG20 and all relevant statutory instruments, related ACOPs and manufacturers recommendations relevant to the assets and service scope of the contract, as applicable.
Repairs and Maintenance may include but is not limited to:
— Reactive repairs;
— Capital works;
— Modifications to assets / systems;
— Replacement of assets / remedial works.
Building Cleaning and Related Services tasks will include but is not limited to:
— General cleaning;
— Pest control;
— Confidential waste disposal;
— Nappy and sanitary waste disposal;
— Supply of drinking water coolers;
— Window and general glazing cleaning.
Combined PPM, Repairs, Building Cleaning and Related Services:
This combination will include all tasks listed above in Lots 1 and Lots 2. As per II.1.5) the council may award 2 separate contracts or 1 contract for the provision of both PPM and Repairs and Building Cleaning and Related Services.
Estimated contract value attributed to each Lot is as follows (the estimated contract value includes the option to extend for a further 2 years):
Planned preventative maintenance and reactive repairs — 6 000 000 GBP;
Building cleaning and related services — 6 500 000 GBP;
Combined PPM, repairs, building cleaning and related services — 12 500 000 GBP.
Candidates may bid for any or all Lots.
This contract will provide the above services primarily to Lewisham operational estate.
Estimated value excluding VAT:
Range: between 6 000 000 and 15 000 000 GBP

Information and formalities necessary for evaluating if the requirements are met: Candidates will be assessed in accordance with Section 5 of the Public Contracts Regulations 2015, on the basis of the PQQ and information provided in response to an Invitation to Tender. The Council will ask suppliers to provide 1 of the following as part of the PQQ assessment: a) A copy of its audited accounts for the most recent 2 years; b) A statement of the turnover, profit and loss account, current liabilities and assets, and cash flow for the most recent year of trading for this organisation; c) A statement of the cash flow forecast for the current year and a bank letter outlining the current cash and credit position; d) Alternative means of demonstrating financial status if any of the above are not available.

Candidates will be assessed in accordance with Section 5 of the Public Contracts Regulations 2015, on the basis of the PQQ and information provided in response to an Invitation to Tender. Suppliers will be asked to provide details of up to 3 contracts, in any combination from either the public or private sector, that are relevant to the Council’s requirement. Contracts for supplies or services should have been performed during the past 3 years. Works contracts may be from the past 5 years, and VCSEs may include samples of grant funded work. Consortia bids should provide relevant examples of where the consortium has delivered similar requirements; if this is not possible (e.g. the consortium is newly formed or a Special Purpose Vehicle will be created for this contract) then 3 separate examples should be provided between the principal member(s) of the proposed consortium or Special Purpose Vehicle (3 examples are not required from each member). Where the Supplier is a Special Purpose Vehicle, or a managing agent not intending to be the main provider of the supplies or services, the information requested should be provided in respect of the principal intended provider(s) or sub-contractor(s) who will deliver the supplies and services.
