Description of the contract

Surrey County Council wishes to appoint providers for Pre-Retirement Training Surrey County Council currently has over 9,000 employees excluding schools based staff. Staff work at various locations throughout Surrey as well as in Kingston-upon-Thames . The council is divided into six directorates, Adult Social Care; Children, Schools and Families; Chief Executive’s, Business Services; Customers and Communities and Environment and Infrastructure. Surrey County Council (“the Council”) currently has an excellent training and development provision for staff at all levels working across the organisation. The Council is seeking providers to assist it to continue this high level of service as well as working with it to embrace technology to up skill and develop staff. Over the last few years there has been a conscious shift to delivering training and development in a blended approach and the Council has successfully introduced its own internal learning management system known as My Learning Online (“MLO”). The system currently offers a platform for e-learning modules, videos and podcasts that staff can access from both work and at home via a secure log in. Although the Council will continue to offer classroom attended courses, it is looking for providers who can provide alternative delivery methods using smart technology that will enable staff to access learning whilst “on the go”. As an organisation, we want to support our staff who are coming up to their retirement and to recognise the work they have given to Surrey County Council by providing them with training to help them with the next chapter of their lives, retirement. The contract will cover the provision of courses for one year from June 2015, with the possibility of a further extension, but will also be dependant on the demand, funding available and availability of venues. All suppliers must ensure that they keep up to date with all changes in legislation or County policy through out the lifetime of the contract and that these changes are reflected in the training courses delivered. The contract will be a noncommittal framework as the Council cannot guarantee the levels of spend for training. The contract will last for 1 year with an option to extend for a further year at the Council’s discretion. Providers will be required to supply their own presentation and training equipment to enable delivery of this course. We may also seek to deliver courses out of normal office working hours to suit the needs of some of our delegates. All delivery materials must be submitted for quality assurance to the Contract and Commissioning Team a month before the programme is due to be delivered. It is a requirement for all training material to branded with the Surrey County Council logo. The provision of courses will be dependent on the demand, funding available and availability of venues. Our partners include the: – Boroughs and Districts within Surrey identified as Tandridge, Runnymede, Mole Valley, Reigate and Banstead, Surrey Heath, Elmbridge, Guildford & Waverley, North East Hampshire & Farnham, North West Surrey, Surrey Downs and Surrey Heath. East Sussex County Council and all its districts and boroughs, health authorities, National Health Service Trusts, Foundation Trusts and Clinical Commissioning groups, Social Care organisations and any other person (s) or body established or financed under the National Health Service Act 1977 as amended and future bodies associated with the delivery of healthcare.
