The appointed agency will only be engaged for short term provision of services to further support and supplement Councils recruitment activity.

II.2.1)Total quantity or scope:

The Council invites tenders for the provision of Employment Agency services for periods of short term cover.
It is intended that the tender will cover the full range of administrative, clerical, technical, professional and manual posts within Council.
The appointed agency will only be engaged for short term provision of services to further support and supplement Councils recruitment activity.
The objective of this tender is to appoint up to 3 suppliers for each level in preference order for the delivery of this service.
A preferred supplier list will be established. If the appointed agency fails to meet the standard, the requirement will pass to the next supplier on the preferred list.
This contract will take effect of the commencement date and remain in force for 1 year with the option of 2 x 1 year extensions to give a total 3 year contract.
The commencement date will be no later than 1.9.2016.
In the previous 12 months Councils agency expenditure was approximately 900 000 GBP. This figure is an indicative cost only and is no guarantee or reflection of future contract spend which may vary significantly from this amount. Council is committed to delivering a targeted reduction in agency spend and therefore no agency expenditure is guaranteed.
This is a fixed price tender. Salaries will be as be the agree salary for the role as per Councils pay scales which will be subject to NJC, Minimum and Foundation Living wage increases as Council is required to comply with.

1)Short description

On notice of a non routine posts the agency will be required to provide a suitable candidate.
In this instance the agency will be expected to supply suitable Agency worker candidate details in CV format within 5 working days of the time of the requirement having been notified to the agency.
Suitable candidate (s) for the relevant positions are those that meet the all the criteria as outlined within the Person Specification and as detailed in this agreement. All relevant criteria must be detailed on the CV provided.
The agency will provide the top 2/3 candidates for review by a management panel. Selection may be made from that process, or a short-list/interview selection process convened and persons appointed via that process.

Description of particular conditions: The Applicant must comply with all applicable fair employment, equality of treatment and anti-discrimination legislation as a condition to the performance of the contract. The contract will be subject to conditions so that the Contracting Authority and the Constituent Councils can comply with their statutory duty to have due regard to the need to promote equality of opportunity as set out in Section 75 of the Northern Ireland Act 1998 and Schedule 9 of the Act and with their statutory duty to contribute to the achievement of sustainable development as set out in Section 25 of the Northern Ireland (Miscellaneous Provisions) Act 2006.
