Wandsworth Council is inviting suitably qualified and experienced organisations to express an interest in being invited to tender for either individual or any combination of the following:
Lot 1 Provision of Maintenance and Repair (Water Quality Analysis) Services for Public Buildings and Children’s Services Premises, Delegated and Non -Delegated. Estimated annual value is 31 500 GBP. Planned commencement date is 1.7.2013.
Lot 2: Provision of Maintenance and Repairs (Mechanical) Services for Public Buildings and Children’s Services Premises Delegated and Non – Delegated. Estimated annual value is 83 500 GBP. Planned commencement date is 1st July 2013.
Lot 3: Provision of Maintenance and Repairs (Air Conditioning) Services for Public Buildings and Children’s Services Premises Delegated and Non – Delegated. Estimated annual value is 28 500 GBP. Planned commencement date is 1.7.2013.
Lot 4: Provision of Maintenance and Repairs of Drainage, Pond, Fountain and Aerator Plant Services for Public Buildings/Space. Estimated annual value is 42 000 GBP. Planned commencement date is 15.7.2013.
The fixed term for each contract will be five years with a possible further mutually agreed extension for up to 2 years.

Objective criteria for choosing the limited number of candidates: Organisations wishing to be considered for selection to tender are required to complete a Pre-Qualifying Questionnaire (PQQ) which should be obtained from Barry Green, by emailing bgreen@wandsworth.gov.uk or writing to Barry Green, Finance Team, Design Services, Town Hall, Wandsworth High Street, London SW18 2PU.

The deadline for the submission and receipt of the PQQ, along with all supporting documentation, is 12:00 Noon on Wednesday 10.9.2012. Contractors are advised to request the PQQ at least two weeks in advance of the closing date. Late submissions may not be considered.
The PQQ will require organisations to clearly demonstrate their proven experience and capability to undertake this type of work. Selection for inclusion within the tender list will be based on responses provided within the PQQ, including the following criteria:-.
— Proven technical competence and capability – Evidence of a minimum of 3 years experience in maintenance works of this nature,
— Sufficient experienced and appropriately qualified professional/technical staff to cover the relevant essential areas of expertise,
— Satisfactory evidence of ability to deliver the contract standard drawn from three references for current and contracts of a similar size and nature,
— Evidence of economic and financial standing in respect of viability to perform the Services including the submission and evaluation of three years financial accounts – the latest being no more than 18 months old – and a review of information provided by a third-party credit check agency,
— Evidence of (Public Liability insurance cover to a minimum of 5 000 000 GBP (five million pounds) per occurrence, Employers Liability insurance cover to a minimum of 10,000,000GBP (ten million pounds) or a statement that these will be obtained if awarded the contract,
— Satisfactory evidence that the organisation has an annual turnover of at least twice the annual contract value,
— Satisfactory evidence of a sound record of quality standards, including complaint handling, health and safety, CDM Regulations 2007 and equal opportunities,
— An up-to-date UTR number(s),
— Evidence of the capacity to manage maintenance contracts, including details of a computerised system for monitoring and recording all service items and breakdowns,
— Evidence that a Business Continuity Plan is in place.
PQQs will be evaluated separately for each lot. Following the evaluation of PQQs, including receipt and evaluation of references, it is the Council’s intention to limit the tender list to a maximum of 6 organisations per lot including the in-house technical services department. If more than 6 companies per lot including the in-house technical services department fulfil the selection criteria, those scoring the highest number of points on the evaluation criteria in the PQQ for each lot will be invited to tender.

The award of contract will be based on the lowest price compliant tender. Organisations will be invited to provide a price based on existing payment terms of 30 days and a second price where payment terms, for correct invoices, is 14 days. In addition organisations will be invited to propose any discount on tendered prices should they be awarded more than one of the four lots.
Applicants are advised that references will be obtained in writing from the three referees. It is the applicant’s responsibility to ensure that their referees respond within the time scale as this will form a key part of the evaluation of the PQQs.
