Description of the contract

West Sussex County Council Primary School Meals Market Consultation 10th-12th February 2015 Introduction The current contract for Primary School Meals expires 31st July 2016 and the Council will be looking to put a new contract in place. The Council are looking for providers to participate and have an input into an initial market consultation exercise. The outcome of the discussions will enable WSCC to incorporate the information into our requirements for the new contract and the procurement process and to better inform our initial discussions with schools. Current Service One provider currently delivers the service across the county to 218 schools. The contract is coming to the end of its permissible 10 year contract period. In 2006 the counties schools only had a cold packed meal service. Working in partnership with our current provider and sound use of the Governments school meals ‘standards’ funds and provider investment saw the introduction of a hot meal service at the majority of primary and infant schools in the preceding years. At the current time only 7 schools remain on a packed meal service and plans are in place to transfer these to hot meals during 2015. However it should be noted that providers should be able to deliver a packed meal service as a contingency measure and for school trip days. The current main provider operates the service in 218 schools from small kitchens of mainly 12-15M square that feature microwaves, fridges, dishwashers and stainless fittings. There is no gas supply, very limited vent-axia type ventilation and currently no oven facilities. The fresh food product is prepared in a central production unit outside of County and is then delivered to schools in multi portion containers that are then steam cooked under pressure in the microwaves. A smaller number of schools receive a delivered in hot service from the same provider. This is because they have no kitchen facilities at the school. The provider access a purpose built kitchen hub mid County that belongs to the Council and have further arrangements with 2 schools with production kitchens. These 3 hubs service 15 schools with around a total of 1200 meals per day. This service requires that vegetables are cooked freshly at the schools in a microwave whilst the rest comes pre-cooked from the hubs. The current provider is responsible for staff recruitment and currently employs over 650 people in the County dedicated to the schools meal service. Currently the provider is responsible for cooking and serving the meals from go-pac tables in school halls, although some variations do exist and some schools have more than one serving point. The Provider will need to consider TUPE implications and be able to demonstrate how they would manage this process for such a large number of staff. Currently the Council are responsible for the maintenance of kitchens and maintenance and replacement of equipment and would be very interested on how providers may be able to deliver this aspect of the service in the future as part of the school meals contractual arrangements. A second local provider currently delivers in hot meals to 8 schools in their locality from their own kitchen. These contracts also expire 31st July 2016. In these schools the whole meal is delivered in hot and currently the schools are responsible for serving the meals. The current service provides in excess of 30,000 meals per day and the value is in excess of £12m per annum. This is made up predominantly of UIFSM and FSM services. In addition, the Council’s catering providers deliver a paid meal service for years 3-6. Providers should consider how they might upscale the current provision to include year’s 3-6 should the Government expand on the current UIFSM provision, as set out in The School Food Plan. Also providers will need to consider the implications should UIFSM not continue past 2016. Currently the FSM service is worth approximately £4.6million per annum plus paid meal revenue. Information on the new contract The new contract will begin 1st August 2016 with operational commencement from start of school term in September 2016. We do plan to have a mobilisation period of approximately 6 months and would like to talk to providers if this is achievable. The contract is likely to contain schools, academies, pupil referral units, nurseries and free schools. Providers will be required to provide a service for 190 academic days that do vary dependant on individual schools INSET days. Term times are currently set by the Council, however academies are permitted to set their own term times and this should also be considered by the provider. We are aiming to consult with stakeholders and understand what schools will require from the service, which is why this market consultation is also very important to understand what the market might be able to offer the Council.
