Midlothian Council plans to construct 1 new Primary School in Roslin and another Primary School which forms part of a larger community hub project at Paradykes under a Design/Build Contract arrangement.
The Paradykes Community hub project includes, along with the new Paradykes Primary School, the refurbishment and extension to the existing Loanhead leisure centre, the demolition and replacement of the public library, the building of a new medical centre and the building of a new after school care facility. All of these facilities will be linked together under a new hub facility with all external works and road traffic management facilities upgraded to suit the new facility.
Particular aims of the project include:
— Development of effective and efficient approaches to procurement;
— Cost efficiency;
— Incorporation of sustainable lifecycle solutions;
— Improved environmental performance;
— Implementation of the guiding principles included in the Government’s Schools Estate Strategy — ‘Building Better Schools — Investing in Scotland’s Future’.
The current construction cost estimates for each school, regarded as the construction budgets at this time, are:
Roslin — 7 000 000 GBP.
Paradykes — 16 000 000 GBP.
The project is being funded by Midlothian Council with support from the Scottish Government in the form of a capital grant. The requirement is to provide an affordable scheme with the total gross development cost in the range 20 000 000 GBP to 23 000 000 GBP.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
