II.1.5)Short description of the contract or purchase(s)

Renfrewshire Valuation Joint Board (RVJB), hereinafter referred to as RVJB, was established by the Valuation Joint Boards (Scotland) Order 1995 and it came into existence on 1.4.1996. The Board is responsible for the preparation and maintenance of the Electoral Register, Valuation Roll and the Council Tax Lists on behalf of the three constituent authorities namely East Renfrewshire, Inverclyde and Renfrewshire Councils.
Renfrewshire Council on behalf of RVJB seek an experienced supplier for the provision of print and scan. The successful supplier will be expected to carry out the following services (please note this list is not exhaustive)
— The printing and postage of Individual Electoral Registration Forms, Packs and Letters for all bulk canvass issues,
— The printing and postage of smaller volumes of the same documentation involved in the bulk canvass issue on a rolling basis out with the canvass period,
— The printing and postage of Poll Cards for each of the three unitary authorities,
— The scanning of the A3 forms (single sided) resulting from the issue of Individual Electoral Registration Forms, Packs and Letters for all bulk canvass issues.
Tenderers will be required to pass Stage 1 – Qualification (Selection) in order to progress to Stage 2 of evaluation – the Technical/Commercial (Award) criteria
Technical 60 % (Quality), which is made up of –
— Service Proposal – 30 %,
— Project Manager – 5 %,
— Audit and Reporting Procedures – 10 %,
— Contingency Facilities – 10 %,
— Value added services – 3 %,
— Community Benefits – 2 %,
Commercial (Price) 40 %.
The contract will be for a period of 2 years with the option to extend for a further 2 x 12 months period.

All prices in the tender must be in Sterling (GBP). Payments will be made to the appointed contractor in Sterling (GBP), all as detailed within the documentation.

III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:

None preferred, however for entering into and performing the contract, Tenderers will require to form a legal entitiy recognised by Scots Law. There is no preferred form of economic operator but each individual in any group is to be jointly and severally liable for the contract. In the event of an associated group of companies being successful, the Council will require each company to be jointly and severally liable for the satisfactory performance of the Contract. This assurance will be required in writing before any contract can be awarded to such a group.
Tenderers will be required to confirm that none of the factors listed in Article 47 of Directive 2004/18/EC and Regulation 23 of the Public Contract (Scotland) Regulations 2012 (as amended) are applicable to their organisation.
