Bidders must note that this is a light touch procurement undertaken in accordance with regulations 74 – 76 of the Public Contracts Regulations 2015, and not a regulation 34 procurement for a dynamic purchasing system or a regulation 28 restricted procurement. The Ministry of Justice (the “Authority”) is seeking to establish the Prison Education Dynamic Purchasing System (PEDPS) for the provision of Education Services, Information and Guidance, and Resettlement Services to those in custody in England. The PEDPS will operate with 17 Service Categories and 5 Geographical Locations. The number of suppliers appointed to the PEDPS is unlimited. The PEDPS will have an open end-date with no set duration and will run until the Authority decides to close it. The estimated spend for the first 6 years of the PEDPS is 210 000 000 GBP (35 million GBP per year). Call off contracts let under the PEDPS will have a maximum contract duration of 1 year.

II.2.4)Description of the procurement:
The Ministry of Justice is seeking to establish the Prison Education Dynamic Purchasing System (PEDPS) to provide a broad range of prison education, Information, Advice and Guidance
Services and resettlement services. The PEDPS seeks to provide Governors with a flexible commissioning route for short to medium term needs up to one year, one-off requirements and
Services that support and complement the core educational offer in prisons. In particular, the Authority wants to access innovative approaches to custody education that deliver against the
Needs of specific cohorts of offenders and education and training that contributes to employment and/or wider rehabilitative outcomes.
Connected to this is a desire to attract a broad range of suppliers to be part of the PEDPS, including, but not limited to, SMEs, further education colleges and higher education institutions,
Specialist training providers and third sector organisations. It is this breadth of suppliers and expertise that will enable Governors to commission the right services for their establishment
And prisoners — reacting to changing needs in local labour markets and the prison population.
Bar a small number of restrictions it will be up to Governors to decide what education services they commission from the PEDPS. It is expected that PEDPS will be used most commonly for
The commissioning of services where a specialist provider is best placed to achieve the outcomes desired (whether they be vocational or rehabilitative) and where the prison needs to react
To short term or changing needs (such as the changing vocational needs for an open prison supporting prisoners to work on ‘temporary license’ or release). The core common curriculum
of English, maths, ICT and ESoL will not be available through the PEDPS.
The scope of the PEDPS includes information, advice and guidance (IAG) services. IAG services are those delivered to support individuals in their choice of career, learning, work and life
Goals. Prison library services are not within the scope of the PEDPS.
The PEDPS has 5 Geographical Areas and 17 Service Categories. The estimated spend for the first 6 years of the PEDPS is 210 000 000 GBP (35 million GBP per year).
To provide transparency for the market, the Authority is going to allow private providers operating prisons to access the PEDPS. Additionally, the youth custodial estate, which includes
Youth Offenders Institute (YOIs), Secure Children’s Home (SCHs) and Secure Training Centres (STCs), may also at a later date act as authorised buyers under the PEDPS, enabling them to purchase services from PEDPS suppliers.

Once suppliers can access MoJ Sourcing Portal they will have the option to view “PQQ’s open to all suppliers”. From this list suppliers can express interest by opening and clicking “Express interest”. Once you have expressed an interest, you can open the PQQ to view the structure of the PEDPS procurement, deadlines, messages and download any attachments.
NB Suppliers should submit any queries in relation to PEDPS via the MoJ sourcing portal.
Please refer to the ITP procurement documents for full details of how to join the PEDPS, the call off contract award process and the anticipated procurement timetable.
There will be 2 PQQ’s for applying to join the PEDPS
The first PQQ is called PQQ_130 Prison Education Dynamic Purchasing System. This PQQ must be completed by suppliers that wish to join the PEDPS whilst it is in the process of being established. The PQQ will be available for the first thirty (30) days from the date of this call to competition, and will be open until Wednesday 17.10.2018 at 3pm at which point the Initial Selection Stage will close and the Bravo system will not allow any more responses to be submitted to this PQQ.
The current intention is that all applications to join the PEDPS received in the Initial Selection Stage are to be evaluated before or by the Thursday 1.11.2018.
Once the Initial Selection Stage has closed and the PEDPS has been established, the Ongoing Selection Stage will commence on Friday 9.11.2018. Applications to join the PEDPS for the
Ongoing Selection Stage will proceed under a different PQQ. The PQQ on the MoJ sourcing portal which applicants will need to complete for the Ongoing Selection Stage is the PQQ_134 Prison
Education Dynamic Purchasing System.
The Ongoing Selection Stage will be open for ongoing applications from suppliers who wish to join the PEDPS from Friday 9.11.2018 until the Authority decides to close the PEDPS.
The Crown Commercial Service (CCS) requires tender documentation issued by government departments for contracts exceeding 10 000 GBP over the life of contract are published online
