Bidders must note that this is a light touch procurement process (S. 74-76 OF PCR 2015) and not an open procurement procedure.
The Authority has been unable to access the appropriate OJEU form, and accordingly, we have been required to complete a standard contract notice and tick the open procedure box. This is a light touch procurement process.
The Ministry of Justice (the “Authority”) is seeking to establish a multi-lot framework for the provision of education services to those in custody in England — the Prison Education Framework (PEF). The PEF will comprise of 17 Lots. Up to 5 suppliers will be appointed per Lot. Broadly, one call off competition will be conducted in respect of each Lot and one call off contract will be awarded per Lot to a single supplier. Suppliers appointed to a Lot will be mandated to participate in the call-off competition process for that Lot.

The successful supplier appointed under a call off contract will provide customised prison education services to the HMPPS establishments that form the relevant Lot. The PEF will be for an initial Period of 4 years, with the option to extend for up to 2 years. Broadly, each call off contract will be awarded under the PEF will be for an initial period of 4 years with the option to.
This procurement is being conducted under the Light Tough Regime (‘LTR’) in accordance with regulations 74 to 76 PCR 2015. Please see Part A to the ITT (which can be accessed via the bravo portal)
