The Council is looking to procure the services of a suitably qualified and experienced contractor to undertake a survey of private sector housing stock.
Within the Borough of Reading there are approximately 51,000 dwellings within the private sector. It is proposed to undertake a survey of a sample of between 1,000 to 1,250 randomly selected properties. This survey information is required to support both the Council’s strategic planning and its work with other partner agencies. The survey sample will be designed and selected by the BRE and provided to the successful contractor.
The key objectives of the survey are:
·         To improve knowledge on the general condition of private sector housing stock within the Borough
·         To identify the number, location and distribution of non-decent homes within the Borough
·         Assess the extent to which the Council may need to exercise its powers in relation to private sector housing
·         To gather information on the energy-efficiency rating of dwellings within the Borough
·         To gather information on the type and occurrence of dwellings with Housing Health and Safety Rating System (HHSRS) hazards (Bands A-D), together with the social, economic and health characteristics of occupants
A similar survey of the private sector housing was carried out by the Council six years ago and in addition to contributing to the Council’s housing strategy as a whole, the resulting data will be used to monitor changes within the sector.
The successful contractor will be required to provide a sufficient number of suitably qualified surveyors to complete the survey and to analyse the results within the timescales set by the Council. The fieldwork is expected to take place during January 2013, with a preliminary report of initial findings by end of February 2013 and a full and final report and hand over of all data by the end of March 2013.
The contract, which is expected to start in early January 2013, will be for a period of three months. The estimated total value of the contract is circa £60,000.
This is a competitive procurement exercise being conducted in accordance with the Council’s Contracts Procedure Rules. The services are to be procured under a two stage restricted procedure and organisations interested in expressing an interest should download the Pre-Qualification Questionnaire (PQQ) documentation which is available on the South East Business Portal – see attachments below, and complete as instructed.

Please note: you must register your interest via the South East Business Portal and/or directly by e-mail to: hmo@reading.gov.uk, quoting Contract Reference Number SC116, if you intend to submit a PQQ; we will acknowledge receipt. If your organisation has not registered an expression of interest we will not be able to send you any amendments to the PQQ documents, or send you responses to requests for PQQ clarification from other potential candidates.
 
The closing date and time for receipt of completed pre-qualification questionnaires (PQQ) is 29 August 2012 at 12.00 noon. PQQs must be completed and submitted in hard copy and returned to the following address:

Responses to the questionnaire will be used to determine an organisation’s eligibility to tender for the contract. Following the receipt and analysis of completed questionnaires a shortlist of organisations which the Council will invite to tender will be drawn up; subsequently tender documents will be dispatched to selected applicants in September 2012.
A response to this advertisement does not in itself guarantee an issue of an invitation to tender and Reading Borough Council does not bind itself to accept the lowest or any tender subsequently received.
