II.1.5)Short description of the contract or purchase(s)

Portsmouth City Council (the ‘Authority’) is undergoing a best value review programme that seeks to optimise delivery and continuously improve across all of its major strategic contracts. The Authority’s largest contract is a 25 year highways maintenance PFI contract which has been prioritised for review.
As the PFI Contract is primarily focussed on the rehabilitation and maintenance of the highway network, there is a corresponding need for the Authority to fully understand the technical implications of the PFI Contract and corresponding service company obligations, which is the subject of this professional highways technical support tender.
The precise support that will be required will not be known upfront, the appointment’s overall aims however will be to support the Authority in:
— Its aims towards reviewing the PFI Contract;
— Its endeavours to meet best value obligations;
— assessing the technical content of the Service Company’s service delivery and performance;
— carrying out technical investigations.
The agreement will be let via a single-supplier framework with specific work packages called off via the agreement once they are identified and approved. Dependent upon review at key milestone points the value of the framework could range from 500 000-2 500 000 GBP. The framework will be available for use for a period of 4 years.
The Authority is targeting to have awarded the agreement by 21.7.2015.
The deadline for submission of requests for clarification is 8.6.2015 23:59 and the deadline for submission of tenders is 15.6.2015 14:00 with interviews being held for the highest scoring Suppliers on 30.6./1.7.2015.
Suppliers should be aware of any Conflicts of Interest that may pose concern for the Authority in making the appointment and are strongly urged to raise it as soon as they become aware via the clarification process prior to tender submission.

II.2.1)Total quantity or scope:

As stated within Section II.1.5.) the precise nature of the work packages cannot be defined at this point. However, to assist Suppliers in understanding the nature of work packages that could be requested by the Authority during the term of the agreement the following example work packages are provided as a guide:
— The Authority may embark upon a programme of coring works to ascertain the physical condition of around 200 km of the Authority’s Project Network. The coring would be undertaken by a separate third party. The Supplier would be expected to work with the Authority and coring contractor to determine specific works instructions including the number and spread of cores.
— To provide the Authority with assistance in analysing the condition of different types of pavements such as flexible, flexible composite and rigid.
— To provide the Authority with support in understanding the properties of sub-soil and sub-grade and experience of using various testing methods to ascertain soil modulus, stiffness, stress and strain etc.
— To provide assurance and assistance to the Authority with the condition assessment of the carriageway and footway network as per the requirements of DMRB and UKPMS.
— To provide assistance and support in highway condition surveys methods and measurements which include Deflectograph, SCRIM, Coarse Visual Inspection (CVI) and Detailed Visual Inspections (DVI).
— To provide assistance and support in understanding PANDEF (Processing and Analysis of Deflections) or similar software and associated processes involved in the capture of data, processing and analysis.
— To provide assistance and support in understanding SCRIM data processing and methods of assessing and assigning Investigatory Levels on the network in accordance with DMRB.
— To provide assistance and support in the analysis of the raw survey data received from the surveyors and provide quality assurance on the data.
— To provide the Authority with guidance to interpret the data.
— To provide pavement design assistance on Life cycle works based on the data compiled from investigation and pavement surveys.
— To provide the Authority with technical advice on bridge and structures based on inspection reports and to ensure that the works carried out are complying with the standards pursuant to the PFI Contract.
— To support and advise the Authority on developing a Highways Infrastructure Asset Management plan.
— To assist in developing a robust asset management system and tools to support the Authority in decision making.
