Justification for a framework agreement, the duration of which exceeds four years: We propose a 4 year framework with the option of 3 one year extensions subject to performance of operators, monitored annually on a quarterly basis. More details within PQQ and ITT documents. The justification is that we want to develop and nuture relationships between parties, we want parties to have a greater depth and breadth of knowledge and understanding about our complex organisation. The offer of 3 one year extensions also gives operators the incentive to maintain a high quality service on an annual basis.
