Blackpool is at the beginning of an incredibly exciting journey.
Blackpool was the first mass seaside resort created for the working class in the world. It has an internationally important history. Indeed Blackpool remains the byword for the seaside holiday worldwide. It has a unique place in the development of British Popular Culture, but nowhere is this fascinating story told. Blackpool Council has set out to create a brand new Museum for Blackpool which will bring together the heritage, artefacts, stories and memories which together tell the local, national and international Blackpool Story. The Museum will be based in the in the Pavilion Theatre within the Blackpool Winter Gardens.
We have been successful in securing a Round 1 grant from the Heritage Lottery Fund. This money will pay for the Development Phase (from now until autumn 2015). We will then submit a Round 2 Heritage Lottery application which should unlock major investment to actually make the museum. Our aim is to open the museum in 2018.
Expressions of Interest
Blackpool Council is now looking to appoint a Project Manager to be the professional lead for all aspects of the Development/ Capital Build Programme. This appointment may be suitable for a freelance consultant or a project team within a larger consultancy.
Due to the tight timescales it is essential that there is a single named individual to work on the contract who must be dedicated 100% to the project, and available at short notice.
This is a challenging project that will require strong and confident leadership and organisational skills. This role is the coordination lead. It has a key role in keeping the project director fully informed on all aspects of the project programme.
In particular this role will be responsible for coordination across the content and capital development programmes. Along with the Project Director, they are key in making these relationships operate effectively and ensure that all elements of the project work together to fulfil the overall aims.
This role will have lead responsibility for managing, coordinating and overseeing a range of external contracts to ensure high quality work, compliance against contract specifications and value for money for Blackpool Council. They will advise on contract specifications and play an important role in the selection process for capital build related contracts. They will also ensure the content development activities within the project are fully integrated within the architect and interpretive design elements and vice versa to create a single, coordinated cohesive project.
In particular they will be responsible for the relationship management with major contractors (e.g. Architect Team, Construction Team).
This role will have lead responsibility for relationship development and management with a range of architectural and built heritage organisations (e.g. English Heritage).
This role will also be essential in ensuring effective communications and a joined up approach between the Architect Team and the Interpretative Design Team and content development activities.
This role will have a key role to play in supporting the Round 2 Heritage Lottery application process and other external funding applications.
The Winter Gardens complex will remain open throughout the Project so effective communication with a diverse range of stakeholders is crucial.
This project is funded by the Heritage Lottery Fund, therefore an understanding of the requirements of publically funded projects would be desirable.

If applying on behalf of a consortium all names must be submitted. Any contract will be entered into with the nominated lead organisation and all members of the consortium, who will in these circumstances each be required to execute said contract together with all ancillary documentation, evidencing their joint and severally liability in respect of the obligations and liabilities of the contract.
