II.1.5)Short description of the contract or purchase(s)

Alliance Homes is a Registered Provider operating in North Somerset and surrounding areas and is seeking to let a framework agreement, on behalf of itself and for the subsequent use of the contracting authorities and other entities listed at Section IV.1 for works and services associated with the management and maintenance of garage portfolios, commercial property units and other small-scale or infill sites. Such services may also include project management of re-development opportunities.
It is seeking to appoint one suitably qualified, expert and pro-active service provider per lot to perform the required works and services. Further details are included within the Pre-Qualification documentation.
The lots are as follows:
Lot 1 – garage management and maintenance: South
Lot 2 – garage management and maintenance: North
Lot 3 – commercial units management and maintenance: South
Lot 4 – commercial units management and maintenance: North

Alliance Homes and/or any client under the framework agreement will require all members of a consortium to be jointly and severally liable. In the event of a successful consortium bid, Alliance Homes reserves the right to require the consortium to establish a separate legal entity to enter into the framework agreement and/or any resulting call-off contract.

Alliance Homes is letting this framework agreement for itself and on behalf of other Registered Providers operating within England and Wales (for a full list, see: www.homesandcommunities.co.uk), Local Authorities within the UK (for a full list see: http://www.idea.gov.uk/idk/org/la-data.do), ALMOs within the UK (for a full list see: www.almos.org.uk/member_list) and other contracting authorities as set out at Regulation 3 and Schedule 1 of the Public Contracts Regulations 2006 (as amended). Joint ventures comprising any of the above potential clients (or Alliance Homes) and subsidiary companies of the above potential clients (and those of Alliance Homes) may also utilise the framework agreements.

Alliance Homes considers that this framework agreement may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
Alliance Homes reserves the right not to award a framework agreement and/or any call-off contract or to award a framework agreement and/or any call-off contract for part of the works and services advertised under this notice only at its sole discretion and Alliance Homes and/or any additional contracting authorities seeking to use this framework agreement shall have no liability whatsoever to any applicant/tenderer as a result of its exercise or that discretion. All costs incurred by the applicant/tenderer before signature of any framework agreement/call-off contract with Alliance Homes and/or any other client shall be incurred entirely at the applicant/tenderer’s risk, and Alliance Homes/any other client shall not have any liability whatsoever for those costs.
Tenderers should note that call-off contracts made underneath the framework agreement are likely to be long-term agreements (eg up to 10 years) and therefore may last beyond the end-date of the framework agreement.
Tenderers will be required to hold their tenders open for acceptance for a minimum of six (6) months from the deadline for submission of tenders.
Applicants should note that appointment to the framework agreement is not a guarantee of work and there is no guaranteed minimum number or value of call-off contracts to be awarded under the proposed framework agreement.
