The initial contract length is 36 months. At the end of the initial contract term, the Council may, subject to satisfactory performance and availability of funding, extend the contract by up to 24 months, and by a further 24 months at the end of the initial extension.
This is a procurement under the Light Touch Regime of the Public Contracts Regulations 2015 (as amended), more specifically as contained in Regulation 74 to 77. The Council will be using a procedure similar to the Open Procedure as defined in the 2015 regulations but does not bind itself to conduct the procurement process in accordance with the Open Procedure, as described in the Regulations, nor to abide by any other part of the Regulations which does not expressly apply to Light Touch Regime procurements.

Precise information on deadline(s) for lodging appeals: The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings may be brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
