Lot No: 1 Lot title: Provision of Air Transport for Military Passengers

1)Short description

Whole passenger aircraft charter for personnel and associated items of freight, including personal weapons, on a worldwide basis. There will be no guaranteed levels of business and Contractors operating within the Framework will be required to compete for each Task. Once a Task is awarded, the successful contractor shall be required to provide a fully managed air passenger service. Contractors selected for the Framework will be required to be flexible and operate in a dynamic and fast moving military environment.
Although the primary requirement is for the movement of personnel, the Contractor shall also be responsible for the movement of associated items of cargo, either palletised or loose-loaded, that may include DG UN Class 2 to 9, excluding 7.
The MOD may also, on occasion, require to charter whole passenger aircraft on behalf of Other Government Departments on a worldwide basis.

Lot No: 2 Lot title: Provision of High Priority Compassionate Travel

1)Short description

The MOD has a requirement to charter, on a 24/7/365 basis, whole aircraft for the high priority movement of individuals, or small family groups, in support of compassionate travel worldwide. There will be no guaranteed levels of business and Contractors operating within the Framework will be required to compete for each Task. Once a Task is awarded, the successful contractor shall be required to provide a fully managed air passenger service. Contractors selected for the Framework will be required to provide the air transport solution that may also include the transportation of the passenger(s) to the departure airport and the onward move arrangements at the arrival airport. Contractors must be able to provide a highly flexible and responsive service where time is of the essence; companies must note that much of the work is often carried out outside normal working hours.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 39(1) of Directive 2009/81/EC (implemented as Regulation 23(1) of the Defence and Security Public Contract Regulations (DSPCR) 2011 in the UK) and all of the professional misconducts listed at Article 39(2) of Directive 2009/81/EC (see also Regulation 23(2) in the DSPCR 2011) to the decision of whether a Candidate is eligible to be invited to tender.

(i) a statement of the services provider’s or contractor’s average annual number of staff and managerial staff over the previous 3 years;
(j) a description of the tools, material, technical equipment, staff numbers, know-how and sources of supply (with an indication of their geographical location when it is outside the territory of the EU) available to the economic operator to perform the contract, cope with any additional needs required by the contracting authority as a result of a crisis or carry out the maintenance, modernisation or adaptation of the goods covered by the contract;
(n) a certificate: (i) attesting conformity to quality management systems standards based on the relevant European standard; and (ii) from an independent accredited body established in any member State conforming to the European standards concerning accreditation and certification;
(o) any other evidence of conformity to quality management systems standards which are equivalent to the standards referred to in sub-paragraph (n)(i).
