The business case should:

— analyse a range of options as provided by the Policing and Crime Act 2017 to assess the governance model against other options, including ‘do nothing’;

— be developed to an agreed framework developed by an APACCE National Working Group (Association of Policing and Crime Executives);

— build upon the work of the Joint Transformation Programme team.
